Bringing Silver to Pakistan: Customs Rules
Pakistan sets no gram limit for silver. The Baggage Rules 2006 allow personal jewellery in reasonable quantity, and this allowance is not limited to gold. Silver bullion, unworked silver sheets and plates, and old silver coins that are not legal tender may be imported only with the State Bank of Pakistan's authorisation. Declare silver on the customs declaration form, which asks about gold and precious metals. Unlike gold, silver can be exported under the foreign exchange rules.

Silver bullion needs State Bank authorisation
Under the State Bank of Pakistan's Foreign Exchange Manual, "silver" means silver bullion or ingots, silver sheets and plates not manufactured further after rolling, and uncurrent silver coins that are not legal tender. Importing any of these is prohibited without the State Bank's permission. Silver jewellery is not covered by this rule, but new jewellery beyond personal use pays the duty and taxes customs assess.
The customs duty rate for silver brought by passengers was not confirmed, so ask customs before you buy.
Taking silver out of Pakistan
Unlike gold, silver can be exported: the State Bank's manual says there are no restrictions on the export of silver under the Foreign Exchange Act. Plain silver jewellery also falls outside the manual's definition of "jewellery" (articles made mainly of gold, platinum, precious stones or pearls), so the small value limits on taking jewellery abroad appear not to apply to it. Keep receipts in case you are asked.
