Travelling with Silver to and from Saudi Arabia
Saudi Arabia sets no silver limit for travellers, but you must declare currencies, bearer negotiable instruments, gold bars, precious metals, gemstones and jewellery worth SAR 40,000 or more in total, on arrival and on departure. Silver falls under "precious metals". Goods in commercial quantities or worth more than SAR 3,000 must also be declared. Sales of investment metals of 99% purity or more, silver included, are zero-rated for VAT.

The SAR 40,000 declaration
ZATCA's traveller declaration covers "currencies, bearer negotiable instruments, gold bars, precious metals, gemstones and jewelry" worth SAR 40,000 or more, entering or leaving the Kingdom. Silver is not named but falls under precious metals. Failing to declare can lead to fines and seizure.
Separately, goods in commercial quantities or worth more than SAR 3,000 must be declared, and customs duty and VAT apply to the excess.
VAT on silver
Sales of qualifying investment metals, including silver, of 99% purity or more are zero-rated for VAT. Imports are taxable unless exempt, and we could not confirm how VAT applies to silver bars carried by travellers, so ask ZATCA before bringing a large amount.
